On February 10, the Senate passed legislation by a 64 to 34 vote to store high level radioactive waste at Yucca Mountain. The vote was three votes short of a veto-proof majority.
Republican Frank Murkowski, Alaska Republican, shepherded the bill to passage but could not appease objections from the White House over how radiation exposure standards would be set.
Energy Secretary Bill Richardson said in a statement that he "regrets an agreement with Congress was not reached..." and he recommended a veto.
